Why does the US military still the use up or out system & what is wrong with it?

While i don't fully understand why the up or out system is bad i've heard several times that it's very bad. And if it is really that bad why does the US military still use it? The only significant issue i see with it is that if someone doesn't want to move up the chain of command the military loses personnel that want to stay in but are forced out.
Top Comment: So the national guard doesn't have that system and it can create bottlenecks in an organization when let's say there are two E-6 slots, and both of those guys are content to just sit in those slots and never move. Now you'd have to switch MOS or maybe track your career a different way through a Quality Control Technical Inspector position, but that would take much longer
